You need to be a little more specific in your question...are you asking how John Wayne Gacy was executed and his behavior, or the goverments reasons for doing so?
He was a respected businessman in his community with a thriving business (which he lured several victims to their death by employing them or promising to employ them at his legit, lucrative, business) and a clown at many children's charity events before he was found to be a serial killer.
John Wayne Gacy was convicted of killing 33 men/boys, 27 of which were buried in the crawlspace of his home and he was executed lethal injection.

I done a report over John Wayne Gacy in high school.. I hate clowns more than ever now..He was obviously a phycopath..there is no way to explain how you could ever do something like that..

That clown was joking for the kiddies in the daytime and picking up young homosexual men at night, taking them to his house and drugging them, raping them, mutilating them killing them, putting them in graves in his basement pouring lime on them and burying them in that basement. Ain't that a hoot? No joke Was a bad clown and a worse human being.

I think besides being a clown he was also a child molester and murderer. They executed him for the other crimes not for being a clown.
