As someone from abroad, I was thoroughly disgusted and did not want to give it, but the people I was with, told me I had to give the bribe if I wanted the documents or I would never get them or get them after a lot of harrassment from them.

It still bothers me, and I now want to file a report and get this guy punished for demanding a bribe as a government offfice employee about this somewhere. Who do I contact and how do I got about getting this district office put on notice and punishment handed out. or am I being too idealistic?

Thanks for the comments to date. They have been very interesting. It seems most ppl are resigned to the fact that bribes should be acceptable to get any simple thing done in India. This is very sad. I have seen several qs on yahoo related to corruption in India - how to stop, will it be around forever, etc. As someone who has never lived in India but is Indian, I care deeply about the level of corruption at such low levels of government. I think if citizens want to wipe out corruption, then does it not start by not giving bribes and taking a stand against it in someway? Anyway just my thoughts.

It is common. Wait and watch. In Bobby movie, Mr. Nanda gave bribe to Mr. Kapoor for promotion of new small motor cycle. Report and fight for justice is not simple. Be practical.

On practical side : I have experienced the same. For various official reasons (all pretexts to delay your work-but still legal), the work was postponed from time to time. It was a real pain, visiting the distant place time and again to get the work done. In the end, one of my friends from the said place overtook the work from me and within a week's time it was done. I paid money to my friend. It was plain bribe, I know.

Only remedy is while you pass on the bribe money, you can ask anti-corruption people to catch the person red handed. But most of the times the amount involved may be very small to undergo the procedures.

It was a very bad experience.

no i request u not to pay such people,actually we encourage them by paying.my experiance is that u must have shown some gentelmen behaviour so they have targated u,i had fought with many such corrupt people once u show them that ur are paying they will do ur job.take some friends along with u.possible take ur lawer with u.pay them but not the corrupt.use the r.t.i,if they dont do ur work.but dont bribe them.u can approch the anti corruption cops.lay a trap and get them arrested.as u have come to india do some cleaning job.contact organisation like agni or karmayog,they have websites,dont approch any politician they are all hand in gloves.

First, where's Talalti? Romania? For the most part, welcome to the world of minor functionaries. Look, the guy probably doesn't get paid squat, bribes are how he feeds his family. Always keep local currency on you when travelling and dealing with 'officials' in these situations. You don't have to be blatant, you can suggest that if the paperwork goes through easier, you would gratefully pay him so he could get something nice for his wife or kids. There is a saying in America, and I've found it translates into every language, "Money talks, bull$hit walks".

Better pay and get the work done otherwise you may have to visit Talati's office again and again; waste of time, money and energy. I am sure Talati's office would have not asked you a large amount as it is situated in a village. This is our system.

you cant get this guy punished because the parasite who is suppose to punish him is also taking bribe. and you cannot get the parasite punished either because the blood su*ker who is suppose to punish him is also the bribe taker. and you cannot get the blood su*ker punished because the pig who is suppose to punish him is also a bribe taker. and you cannot get the pig punished because the mother fu*ker who is suppose to punish the pig also a bribe taker. I can go on and on and on but to make the long story short the whole system is corrupt.

Why rural it is in urban also, either you pay and "rest in peace" or you dont and "rest in piece". This is India (in dia thow kam banayga nahi thow aap kho out dia)
