where are you planning on getting your tattoo done at? not a tattoo shop? i always go to a custom tattoo artist and he always draws up my tattoos from scratch. that may be the best option for you. that tattoo seems like it would be pretty simple to draw up, not a lot of complicated instructions and stipulations and in my opinion custom tattoo artists are usually better tattooers in general than ones who only tattoo flash.

The best thing to do is to get the artist that is going to do the tattoo to draw the tattoo. that way you get to know the artist and their style. Even if you get the tat drawn by someone, it doesn't mean it will turn out the same once it's on you.
Most artists will do this for free. Some charge, depending on what it is.

where would you get that tattoo done then? i would go to a shop, but make sure the person is an artist that does tattoos, not just a guy that does tattoos, and have them draw something out for you....but you will be obligated to get the tatto done by them....otherwise, find someone who is an artist and ask them to draw it out for you....might as well, kill 2 birds with 1 stone though and go to a tattoo shop

What do you meana you "don't want to have to get it done there?" at a tattoo parlor? because there is really no other option on where to get a tattoo. If you just don't want a particular artist, shop around and talk with artists and then find one you're comfortable with and have him draw the design for you.
There really is no other option if you want a decent tattoo.

you could ask a couple different tattoo artists to help you sketch it out... and i don't think you would be obligated to get it done at the shop if they drew the design out for you
