How do I restart a program called Steam??

If this is the Steam application from Valve (Half Life series), just starting the application will launch Steam at that time. If you want to enable it at system login, you'll need to edit the registry and add a String Value to:

HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run

I unfortunately can't give you the key name as I've deleted it from my system (no point in launching at login as I'm not always playing games that require Steam). It should look pretty much like the full path to the steam application (can see other entries for an example of what to put).
