Depends, popsicles are sometimes high in calories. They are just water and sugar, so you will not get full from it and be hungry, causing you to eat more of them. So you could likely eat a lot of calories in sugar water.
This is defiantly not healthy, popsicles have no nutritional value at all. You'll make yourself sick. Nutritional deficiencies can take a long time to show up, but it doesn't mean you don't have one.

Yes, you can. Popsicles, however, have calories. Eating more calories than you burn will not result in weight loss.
However, you are likely to be unhealthy. As well, you will likely be unable to maintain the weight unless you spend your life eating only popsicles.
There are lifestyle changes that you can make to have a healthy weight and still enjoy food.

Yes, you can lose weight by eating ANY type of food. It all depends on how many calories OF THAT food you take in. If you take in less than you burn throughout your day, you will lose weight. If you take in more than you burn, you gain weight.
However, don't try to just eat popsicles all day to lose weight. They have zero nutritional value. You need balance in your diet - fats, carbs, proteins. All popsicles essentially are is water and sugar. You can lose weight just eating popsicles just like you can lose weight eating cookies, ice cream, tree bark or dirt. The point is that it is not healthy, just like being fat in the first place isn't.

You probably won't get any vitamins, so you'd need some vitamin supplements, and it's mainly sugar water, which converts to fat, so it's probably not the world's best choice to be losing weight with.
