First off, I have a '98 New Beetle. There are many reasons why this could happen, but here's the most important stuff.
Don't drive the bug while the red coolant/radiator light is on.
This could severely damage the engine (overheat) if the worst-case scenario is true. Here's the worst-case scenario:
It could be the water pump. If you haven't had it changed at the perscribed maintenance interval (same as the timing belt) then it could be your culprit. The OEM wp's have plastic impellers that can shatter if not changed as per maintenance.
The best-case scenario is that you're just low on coolant. The little coolant tank has LOW and HIGH levels stamped on it, so check that its within the marks. The coolant going down would indicate a leak in your coolant system. DO NOT ADD GREEN COOLANT or any but the pink stuff VW sells (also made by Pentosian I think). If you mix the 2, you'll have terrible sludge as a result. My advice, is to go to the forum below, if you have a bit of time and would rather try to diagnose the problem yourself before committing to costly dealer repairs. The people are very friendly, and knowledgeable. Alternatively, you could find a good mechanic in your area that specializes in VW's. Dealer will be much more expensive. When the engine is COLD, check the radiator fluid level to make sure you have enough fluid. You might have a leak somewhere. If it's low, fill it up to the recommended level (the manual will say how to figure that out). Check the manual to see what percentage of antifreeze to use (it's usually 50% antifreeze and 50% water). Also check the oil level, that could be doing it if it's low.

Then drive it to a mechanic and have them check it out. This may be nothing, but you want to get it checked quick because if there is a problem it could get worse fast.

it means that you are low on antifreeze and if you check engine light doesn't go out i would plug a computer up to it and see what else is wrong

It means you should check both your engine and radiator.

They call these 'idiot' lights for a reason.

low on coolant and maybe it is running too hot. Get this ckecked right away, it could destroy your engine, depending on what is wrong. good luck
