So during the week, in the daytime, Poochy is with your sister... what about at night?... what about on the weekends? what about when she and BF want to go out on a date?
She'll get sick of carying the thing around within 2 weeks. Dogs really shouldn't be left in a car-- when you go grocery shopping, go eat in a restaurant,... in fact, the only stores I've found that allow me to bring my dog inside are pet stores and pet supply stores... Even Home Depot won't let me bring my mutt in!!
Regarding her taking the dog to work- If her work allows it, that should be fine-- My husband and I had a dog once, and he took her to work with him. (He was the administrator for a residential facility for the disabled.) The residents loved her, she even ended up house-breaking herself. It was actually really good for her, I think it made her a better dog.
Currently, if your sister is living in your parents' home, it is THEIR home, and she should live by THEIR rules. Encourage her to wait till she's got her own place. Then she can live by HER rules...

Well, when I was 12, I already cared for at least 5 dogs, 3 that were temporary because it was babysitting for my mom's co worker's dogs. From my personal opinion, a dog traveling that is only 8 weeks will be soon confused. The dog will not know it's real home and won't be able to adapt quickly. Also, her bf and her will sorta be confusing for the dog: who is it's real owner? A dog has one person,and if your REALLY lucky, 2 but it's more common for one, that it likes the most. Since it's a pup, it's not tame. NOT AT ALL. So if she or him doesn't give it constant attention and make sure it knows what not to eat and what to eat, it will not work out well because it it's still chewing all the furniture by the time it's about 1 year, you've permanently messed up. Food is another problem. When a dog is hungry, A DOG IS HUNGRY! Feeding it twice a day is good but the dilemma is,when it's young, you need to feed it it's mother's milk, so for substitute, most use lactose free milk,but the problem is the dog's waste will be like it's urine only a bit thicker. Since it's small, stepping on it is very severe, causing only a slim chance of survival if it's young (up to about 4-5 months) since it's not developed. Even if it survives, it will suffer trauma which it bad for a young dog. Indoor pets will be depressed because it can't let out it's emotions even if it's trained but outdoor pets have a high chance of getting sick. A puppy needs to know what's right or wrong, DON'T let it forget or else it can't be tame. A young dog won't go to sleep by itself,so that's another problem since it's used to it's mom there until it's old enough. The dog may wake up at like, 3 AM and so will she/he. An old dog is not even a fourth of the trouble a small puppy can be.

This sounds like it may be a question for the psychological department. Who is taking care of the miniature poodle now?
Logic isn't working really well. I wonder if you should report her to the authorities for neglecting dog number one? It's pretty harsh to do that to your own flesh and blood, but she shouldn't be allowed to do dog abuse.
BTW, where is she getting the money to do this? I think your folks should tell her if she's got enough money to buy and care for a chihuahua, she has enough money to pay for her clothes, school supplies, car insurance, gas, etc. etc. They just provide room and board.
Give her a chance to prove herself: if she can take care of the miniature poodle by herself for six months, then promise to drop all your objections to a new dog.
Oh, and maybe you can tell the person who owns the 8-week-old chihuahua your concerns. A good breeder won't let puppies go to bad homes.

Chihuahua's are little babies and bread to be pampered as a little baby NOT be kepted outside! Your sister in not thinking in the BEST interest for the dog. Have her read this answer! Hopefully it will help. Chihuahua's are inside dogs ONLY! Best Wishes and God Bless!

Tell her about the dogs benefit and how much the dog would be anually. Then say,"You would be wasting so much money to make an animal miserable, and make you parents angry".
