Well, the best thing to do if you don't have a lot of money is to go to your nearest hallmark store. they usually sell things that have 2007 on it. so, you can get like a beanie bear that says 2007 on it and a card. Or a mug, or a picture frame! any of the above would be really nice. If I had to choose I'd go with the frame, that says class of 07 would e real nice. A frame costs around 10- 15.00. If you want to really save money go with the mug or beanie bear which will be around 8.00! Good luck!

The best thing to give is something that they can use. When I graduated high school, people gave me these sentimental books and they're all packed in a box and I haven't touched them since. The best presents I got were the dishes and cups and a tub to wash them in, or the money I used to buy my first computer, or the tackle box full of school supplies like pencils and staples and post-its that I still use 8 years after graduating.

A gift card for hair or nails or a spa works. It could be used for someone going off to college, to get ready, or before a job interview.
Jewelry works, especially hand made custom stuff. If you know how, buy some beads in the recipient's fav color, and go to work. If you have no skill, Claire's at the mall has cute designs and reasonable prices. Again with the Hallmark store, they have graduation charms, so do some of the department stores.
A gift card to wherever they are going to by the things for a dorm room. A card for Bath and Body. A card to the music store, or department store that carries music.

Sometimes you can find great graduation picture frames that they can use for their grad pictures.

A gift certificate for time with you. Give a certificate for a special dinner or tea or dessert or other treat -- after the grad parties are all done. Give a gift certificate to help him or her pack for college! Give a certificate for doing something together that the recipient particularly enjoys.
Whatever type of gift the certificate is for, put it in a fun holder of some sort. Tie it to a special graduation balloon. Put it in the paws of a small stuffed animal. (If you're a crafter, get a plain animal from a discount store and add your own felt mortarboard.) Get a small houseplant and hide the certificate among the leaves. Yo know your recipients, and what each would enjoy or appreciate. Have fun and be creative! That makes for much more memorable and meaningful presents than just having lots of cash.

Get some cheap, but cute-sy picture frames/albums from the dollar store.
Or if they're going to college you could get something for the dorm room. A comforter or a small rug might only cost a few bucks.

Get something that they will keep many years, best bet is something personalized with name/initials and date. Perhaps keyring. You can have made at the malls. I got a lighter(I smoked ). Haven't smoked in many years, but kept the lighter and think about when it was given, and by whom.

Look to their CULTURE.
Graduation has become the modern "right of passage"
In my own, we gift eagle feathers.
For us it means you've done well, your now a man or woman.
Too many times the old ways are forgotten. Which is the reason we have so many old boys and girls. They were never given the signal that NOW they are adults.

Get a paperback book on advice for doing well in college, if they're going to college. Or, maybe a little stuffed animal with a graduation cap, to remind them of their childhood. A blank photo album for their graduation pictures is a good idea too.
