Fort Sumter was a fort built to protect the Charleston Harbor. Prior to South Carolina's secession, federal troops were at a smaller, harder-to-defend location. When South Carolina seceded, the federal troops (under the commander of Major Anderson) left their position and moved to Fort Sumter.

Major Anderson remained at Fort Sumter, even though negotiations were underway to have his troops removed from that fort. Keep in mind that, at this point, S.C. was not in the U.S. and the federal troops were essentially hostile forces--with cannons aimed at a major S.C. city.

Ultimately, although promises were made by the Lincoln administration to vacate the fort, an attempt was made to send in more troops, and the Confederacy reduced the fort to prevent this from happening.
