Spend the money. Get Photoshop. It's expensive. It's powerful.

Next one down in price, PaintShop Pro (Corel).

For free: Gimp (powerful, but documentation hard to find and understand)

For free: Google's Picasa2 (small-time photo-editing, excellent slide show)
