Yes. There are however, network plans offered by some carriers that do not charge LD rates if both parties are in the network.

the answers seem to confuse the question even more...

YES calling someone outside of your local calling area IS long distance, not only calling across the US would be long distance, but also calling within the same state, outside of the local calling area would be long distance.

now... to lessen the confusion of the other responses... depending on the plan, most cell phones do not charge for outgoing long distance for US/CAN (only the minutes that are used).

ALSO.. most VoIP companies include free long distance in the US/CAN in there plans

ALSO.. you can get an unlimited local / long distance plan from many local phone land line phone companies now..

so to answer your question in clarity, YES it is long distance, but depending on the service, plan, and package that you have, it MAY be included for no additional charges.

Yes, obviously.
They, and their cell phone, are a long distance away from you, and your cell company knows it, therefore they're going to charge you extra.
