Hallmark had a stuffed animal vulture for awhile, my party store carries feathered crows.
For our class reunion, we put together a prize that was a "kit for old age" We put in senior vitamins[the dollar store had them cheap], a false teeth cup and an efferdent tablet, a pair of old plaid flipflop slippers, cheap reading glasses from the dollar store, a magnifying glass, hemmoroid cream. Other things might be something with big print, a inflatable donut pillow, one of those funny books about old age, a change/coin purse, a homemade humorous parking card, maybe it could say I'm 70, I get to park in the old Fart's parking space! a ratty button up sweater, a lap blanket, an old terry bathrobe, well, you use your brain to think up more.
A cute hand written card about how he is 70, and needs the kit to tell him how to be old, because he neither looks or acts it would be clever and cute.
My dad embraced senior discount cards from restaurants with glee, he had a whole bunch of them. I think the person has to sign up for them themselves, but you could check it out, neat if he had a favorite restaurant that offers a discount.
A letter from his child, framable if he wants to, telling him what a great Dad he is and was, would be great. A picture of a special time of the two of you, blown up for decoration at the party, or in a frame, with a hand written note on the back about how special that was, would be nice.
My party store has bins and bins of little things to decorate an over the hill cake with, and a whole line of decorations, plates, cups, black crepe, anything you could want.

In some card shops, there are booklets that have dates on them like "1937" Inside are interesting pieces of information like who was President, the popular movies, how much milk cost and important historical events. It's not an "over the hill" gift, but it may nice for your dad to reminisce about when he was younger.
When my Mom turned 70, we kids (6 of us) chipped in and bought her a ticket voucher for travel. 3 of her sons were in Texas. She could travel for free when she wanted.
I also suggest maybe getting a family portrait done. This may seem "silly," but the portrait may be of sentimental value as your dad gets older.

cook him a meal and invite friends and family members over for a surprise dinner. old age is best celebrated with loved ones and happy memories, and he'll be sure to cherish the good times. good luck =)

How about an "old" booklet. On one page you can put: "you are older than.... and then either put some dirt or a picture of dirt. Second page..."you are as old as .... and then put a picture of Moses.
You should be able to find on-line some quotes about age. Such as old as dirt, older than Moses, etc. and use these.
