Love is something that needs to develop over time. If a guy asked me out saying he was in love with me, I'd either think he was some sort of stalker or had mental problems.

No, that is not a necessity. You just have to like her and then everything else will fall into place. You can fall in love with her later, but if you (for example) don't know her very well, but want to ask her out, then there is almost no way that you can love her prior to asking her out. If you like a girl, then that is the biggest part of it. Just ask her out then. Love comes much later. Good luck.

No he does not need to fall in love first but he does need to fall in love before he messes with her emotions!!

No the reason that people go out with each other and become girlfriend/boyfriend is to get to know each other better and then they fall in love.
