find calorie/fitness calculator on the net, enter all your stats and it will tell you how many calories you need a day to maintain, take off 300-400cal off that number and thats how much you need to lose.
dont try to lose more than 1-2lbs a week - its not healthy to lose more.
eat 5-6 small meals a day (eat every 2-3 hours)
5-8 servings of fruit and veggies a day
8 glasses of water
have complex carbs for breakfast - they give you energy
have lean meat (protein) for dinner - repairs muscle
cardio exercise 4-6 times a week for 30-50min, light weight training
dont consume foods that are made of white flour (white bread, cakes, past etc.), sugar loaded foods (cookies, icecream, candy etc) and nothing fried - no junk food.

What exactly is your question? It could be a lot of things; metabolic, your thyroid, your not eating right even though your in the gym, maybe your losing but gaining muscle at the same time. If you've been chubby all your life, then you may be destined to be chubby for the rest of your life. Sometimes that happens. Are you happy the way you are? Are you trying to lose weight for the right reasons like your health? Keep going to the gym even though you don't lose a pound. Exercise is good for the body and it keeps it healthy. I myself work out five times a week, eat right, and do everything humanly possible to keep myself healthy with a few indulgences and still weigh a 170. I'm chubby, but i am a healthy chubby. That's all that matters.

I would be sure that your clothes are fitting better, right? That is because muscle weighs twice what fat weighs. So, as you are losing fat, you are gaining muscle. It is good because fat is burned in muscle. If you want a faster weight loss, you have to eat more protein. Cut the carbs. Carbs are found in bread, pasta, and basically anything with sugar or white flour. Good luck and keep going,
