Well, your question doesn't mention cars or driving. But since you catagorized it under cars and transportation, I am going to take a leap and assume you mean teens having cell phones (and using cell phones) while driving.
Accidents being linked to cell phone usage while driving is up because (dare I state the OBVIOUS), because cell phone usage is up! Doesn't really mean the cell phone caused the accident anymore that saying that since the rise in popularity of satellite radio that accidents are being caused by the presence of satellite radio.
That being said, teens as young and inexperienced drivers need to limit the distractions that they face while the vehicle is in motion. This includes (but is by no means limited to) the number of other occupants in the vehicle, eating, messing with their MP3 player, and yes, cellular phones.

to start with teens are inexperienced drivers.even someone who is 19 and got their licensce at 16, only has 3 years of driving experience. plus cell phones provide an unneeded distraction.if ya ned more info look on the nhtsa website.many states have or are banning cell phones use while driving,because too many accidents have been linked to cell phone conversations while driving.

As long as they aren't driving there's not much of a danger. I think its made them safer by having a cell phone in case something happens, but them talking or text messaging or surfing the net on them while driving needs to stop.

I don't think there are any dangers really. If your teen is out with friends, and they are in danger...they can call someone. You know how hard it is to find a payphone these days?
