You have the wrong regulatory agency. The FCC sets requirements on cell phone exposure and they have done a lot of research. The FCC radiation limits are much more strict than those set initially by EPA. Since electricity is neither a Food or a Drug, the FDA has no jurisdiction. However FDA does not do studies anyway, but merely reviews the adequacy of studies done by the industries it "regulates".

Nothing, the electrical potential of the signals are too low to interfere with human cellular structure, so the signals just bounce off our cells. Their is no danger that cell phones pose to humans.
