The benefits of 'mild cardiovascular exercise' such as light jogging, swimming laps, cycling etc,don't kick in till you've increased your heart rate and pulse to a certain level above the resting rate.
This doesn't really kick in untill 20 minutes or so, and the extra 10 minutes are the benefit stage.

You wouldn't get a lot of benefit because it takes close to 10 minutes to get warmed up properly, i.e., heart rate and circulation up to proper operating levels.
Even 30 minutes straight is a bare minumum for cardiovascular health. The way I look at it, if getting dressed, undressed and showered takes longer than the workout, its hardly worth it.
