is this regarding school safety? honestly, banning guns will not increase safety. if someone wants to hurt others, they will find a way to do it. at VT, many deaths could have been prevented. but dont blame guns for an action taken by a person. he chose to do it. pretty much the phrase "guns dont kill people. people kill people" makes sense.

It's not as though this was a normal average guy that just flipped out for no reason. This guy was a nut from the word go. He was expelled from a class in 2003 for anti social and predatory behavior. Every single quote I have read on this freak says the same thing "loner", "anti social", "scary" .......
The guns in the dorm was not the problem it was the phsyco holding them. This guy lied on his paperwork when he bought the gun. All ATF forms for purchasing firearms ask about mental defect. Had he truthfully answered "yes", he wouldn't have received the go ahead from the NCIS. It would have sent up a black flag and he could have never legally owned a firearm again. If one of the first victims had also been armed maybe some of these senseless deaths could have been prevented. I'm not saying everyone, everywhere should be packing, but law abiding citizens should be able to defend themselves in the face of grave danger to life and limb. This ability to defend ones own self should extend to work, school, car, and home. I hope this answer is considerably more clear than your question.

In at least three school shooting rampages since 2002, an armed student or teacher or vice principal ran to the car, retrieved their firearm, and stopped the massacre.
The failure is in making certain places 'gun-free' zones and letting the criminals and psychos know it.
Even in 'gun-free' South Africa and Britain, there are many murders each year with guns, because criminals do not obey the law, which is why we call them criminals.
Cho Seung-Hui at VA PolyTechnical Institute had been committed, 15 months ago, as psychotic, and was on MEDICATION!
But, under Virginia gun control laws, was NOT adjudicated to be involuntarily committed, so, his Rights to purchase guns was not pulled.
There was no violation of current laws and you'd have to eliminate the 2nd Amendment to the U.S. Constitution, to have prevented his purchase of two commonly available, small caliber weapons.
Some assassins prefer the .22 with a shot in the eye, or ear.
Remember the killings of four people, including three CBS employees onthe roof top CBS parking garage?

Your correct, guns I would say are most likely banned from any and all universities in the united states and the discovery of which will probably result in expulsion. But you cannot fine someone simply for legally selling a firearm. Thats why we have laws that regulate the sale of firearms to individuals. Each state differs in its requirements, in the state of Georgia you can walk into a store and walk out of a store with any number of handguns you want. In the state of Virgina you need a valid address, proof of citizenship and must pass an immediate backround check. Now, if your not a convicted felon and meet all the requirements then there is no legal reason you cannot purchase a firearm. Schools with metal detectors and physical deterents are fooling themselves, what they need to do is identify the behavior of dangerous individuals and meet the problem there.

Your question is vague. Guns are not allowed on any campus. People selling guns should be fined for what? Please start a new question with a little more detail...
