The baptism of the Holy Spirit has nothing to do with speaking in tongues. Muslims and Mormons speak in tongues but do not have the baptism of the Holy Spirit.

I do - We call it a prayer language at my church. It's not the type of tongues that gets translated, though there was one lady that did once. There is a verse about when we don't know how to pray, we just use our prayer language and the Spirit intercedes for us.

Jesus said he would send them a sacred ghost to keep them company until he gets back.

A week after he departed they convened a large meeting, and the sacred ghost showed up, only it was Jesus' uncle wearing a sheet.

He served wine and muffins, and soon they were speaking in a language they didn't understand.

As for your question the answer is easy: Nobody.

I used to attend a church where some of the people supposedly spoke in tounges, but I began to question it, as there was nobody translating it. Go figure. I didn't like that church, it was way too impersonal and I didn't feel welcomed.
