Actually, the answer is none of the above which I will explain in a second. Otherwise, your best choice would be D - using condoms.

Let me explain for each one:
Douching and urinating provide no protection whatsoever. Douching can even spread the infection! In a woman, the urinary tract doesn't connect to the reproductive system so how could it prevent an STD? In the man, the urine probably won't wash away all the STD germs before they penetrate the lining of the urethra. Also, some STDs are spread via skin to skin contact (such as genital herpes).

Since many STDs are spread via secretions, oral sex can spread it. Same with genital play without penetration...remember, skin to skin contact? also possible leakage of secretions?

Birth control pills have one main purpose and that is to prevent pregnancy. It has absolutely no safeguards against STDs.

Now, as for condoms. While they are the best protection against STDs, for those who are sexually active, they are not 100% protection. There are STDs that are not prevented by condoms even if used every time and used properly. Those STDs include genital herpes and genital warts. Condoms are only 90% effective against preventing STDs.

Actually, I don't know exactly how this money will be spent, but in general, spending on prevention often results in savings later on. Let's just say for example that this spending will result in 2 million people not getting STDs. And of those 2 million, say 500,000 receive gov't health care of some sort, then it quite conceivably could save the gov't well over that $335 million in the future, as well as accomplishing a worth goal of reducing the spread of STDs, including AIDS.
