All the people Jesus is speaking too at judgement. He says that they did not give Him a drink when He was thirsty, nor feed Him when He was hungry, nor clothe Him when He was naked, nor visit Him when He was sick. They ask "When did we not do these things?" and His reply is "When you did not do it to even the lowest of these (believers), you did not do it to me." This is of course after they see Him in all the glory He is to return with.
