If you are in a state where driving with a cell phone is illegal, then yes. No matter where you drive.... Well, depending on the laws, you may have right to talk on the phone while driving on private land, but why bother getting caught? Get a hands-free setup...

Define what you mean by 'private land' and I may be able to answer, assuming you're in the UK that is, don't know international law I'm afraid. What you deem as private land may actually be a public place.
