You can save "up to" 15% or more. ........ To me saying up to, means the max is 15 percent, but then they add or more. Is this because the majority of people who live here are absolute morons?

Well then lets just make a new marketing phrase, "Save up to 100% or MORE!!"

You're right--it means absolutely nothing. Up to 15% may mean that you save nothing, or even that they added to the price before the sale. And the "or more"--well, that's just to give a nice ring to the sentence.

I can see you won't be going into marketing.
Not only are most people dumber than they think they are, but with a phrase like that, there are no possible repercussions from false advertising. Basically the phrase says nothing, but could mean anything. That's the beauty of it.
It should win first prize at the marketing convention.
A true classic. Another of my favorites is

"You won't believe how much you'll save !"

It's perfect.

Remember: False advertising uses lies to deceive the public. While truthful advertising uses the truth to deceive the public.
