somethimes yes sometimes no, depends on the situation

In our civilization, women have complete control over all heterosexual matters. It is perfectly natural and completely instinctive for a man to see a woman and to desire her. It also is normal for women to use a wide variety of cultural beauty "accessories" to encourage a man's interest. Modern women have a cultural responsibility to either accept or to reject a man's attentions. Women who flirt (for their own ego gratification) frequently fail to politely reject his unwelcome attentions in a timely manner and thus contribute to his growing obsession. While she is not responsible for his thoughts, she does have a moral obligation to firmly and politely reject all unwelcome suitors as soon as possible. Playing with his head and a wide variety of other stupid girl-games are morally reprehensible and contribute to much suffering for both sexes. It is extremely important for women to understand that it is NOT sexual harassment until AFTER she says no in a completely unambiguous way. It is equally important for him to understand that "no" means no way and to honor her wishes.

It's not fair to put all the responsibility on a man's feelings on the woman. Men have to exercise self control too.
I so hate it when they always make it the girls' problem. It's always the girls who get called sluts if they lose their virginity or get pregnant but the boys who are EQUALLY responsible get pat on the back.
And they make the girls pledge to keep their virginity and not the boys or in Muslim countries make the girls cover up.
