I downloaded the file in asox format. When opened, the same automatically opened in wordpad & not readable

Don't need any. Your web browser will do just fine. It's just advanced ASP (active server pages).

The webserver that is hosting the page should be running ASP.NET. If it is not, then you cannot "view" the page as is expected.

If you are going to a website and your browser asks what you would like to view the .aspx file in, then the website is not working correctly.

If you want to host the file yourself, you need to setup ASP.NET on your web server.
