I'm a guy, and no I don't do that... however, it's funny that you brought that up because I've always wondered the same thing.
I see it everywhere. Even towards girls that are WITH their boyfriends. I'd understand if the girl give off hints, or welcome it with dreamy eyes or a smile... but come on, they stare the girls up and down like they just got out of jail or something.
I don't know... maybe it's just in some guys' nature. Maybe they are overly confident, and thinks that every girl wants to get with them? I on the other hand, find it disrespectful in a way. Of course, guys and girls dress up and look good for others to take notice that they are attractive...
...but it's all in the "look" some guys give. It's just creepy.

His telling you his fine with you and his may like you but all guys want a girl so thats why they allow themseves to be checked out (most of other women for gays its different)

Holy geez woman...do you live in a cave?! This is the most basic way a person lets someone else know that they are interested in them. It's called "eye contact". If you are interested in him, and he is clearly interested in you...GO TALK TO HIM!!! Good Luck!!!

Short of sending you a memo informing you of his interest, I would think that this simply another way of doing it.
However, he should never be infringing upon your rights or doing so in ways that make you uncomfortable. That is harassment.

He wants you to know he likes you. That way he can judge your reactions and decide if he should ask you out. Or maybe hes hoping you may ask him out now that you know he likes you.
