You only need a passport if traveling by air.

If you are crossing into Canada by Land or Water all you need is identification that proves: 1) Citizenship, and 2) Identity by way of a photo. [i.e. a birth certificate and your driver's license]

If you are coming by air a passport was required as of February.

Some sort of identification, like birth certificate, passport, social security card. As of right now, I do think think a passport is officially required.

You are gonna need a passport now. It used to be you only needed a birth certificate, but not they've changed things. My daughter lives in Toronto, so I have to keep track of this stuff.
