Gene's right that there are a (very) few places where incandescents are still useful. But that will change as compact fluorescents are improved or LEDs are developed.

My personal opinion is that there should be an incentive to use compact fluorescents. And a "global warming tax" on incandescents that goes to fight global warming. But not an outright ban.

By the way, they make compact fluorescents that work better in cold temperatures than most.

Probably never. Ever try lighting a fluorescent as a porch light when it's ten degrees outside ?? They don't go on.
