A tape that has an extra foot graduated to tenths outside the zero mark was used to measure a distance less than a tape length. When the rear tapeman held the 52ft graduation at his point, the head tapeman estimated the reading at his end of the measurement to be 68 hundredths of a foot. The length of the measurement should be recorded as how many feet?

To the nearest whole foot the measurment is 53 feet. More accuately it is 53.68 feet.

From point 0 on the measure to the rear tapeman is a measurement of 52 feet to which you need to add the 68 hundredths prior to point 0 which is being recorded by the rear tapeman.

BTW, I've done surveying and not come across the term 'tapeman' before.
