The police don't make any money off of tickets or warnings. In my own state, the money generated from traffic summons goes to the court system!
Warnings are given when a violation is not one of a serious nature or when the officer feels that a simple caution would do more to educate than to penalize by issuing a summons.
Warnings do not cost anything nor do they go on any kind of driver history!
As for DEE's comment, I've never taken in to consideration the ethnic background of an offender to determine whether the offender gets a warning or summons. It seems to me, however, that you have some serious issues that may require you to seek counseling.

I was visiting my son in Seattle when he was pulled over. The Trooper gave him a "warning" and told him to register his car in his new home state within 30 days. The Trooper further advised him that the warning is a matter of State record and if he is pulled over for the same infraction the previous warning will come up in his (the Trooper's) car computer and he will get a summons. I do believe that "written warnings" stay on record for a period of time that varies from state to state.

I know that where I live, they give you the warning then if you are pulled over again for the same thing, you are getting the ticket. It lessens the likely hood of you getting out of the ticket when you go to court, because you have been previously warned.
The warning doesnt' go on your record, just the police traffic files. Its within the city/county of the warning being issued.

In my town a record of your warning is saved with the local agency for 6 months. If you get another warning within that time it becomes an actual ticket.
On a side note lets not make racism where there may be none.

It's a deterrent, a reminder. Kinda like a coupon to remind you something is on sale or you get money off, except the opposite, lol.
