I wouldn't pass the test, but can you be a secretary of something involving the military?

I am assuming you are in Australia (since I chose to see only Australian questions).

The defence forces do not offer positions that do not involve military training of some kind. The Department of Defence offers plenty of civilian places (as well as places for people who are in the army, navy and air force). The department also offers contract places (but you are better off becoming a public servant/'civillian' than a contractor - which you can in Australia).

uh,no. all military personnel must meet minimum physical standards, regardless of the job specialty you have.

Now, the military does employ civilians in many positions, but you would not be confused with someone actually IN the military.
