Humans decide what god is because god is naturally a man-made fantasy. That is the reason why their god's personality can change so drastically like he did from the Old Testament of the bible (which they claim isn't pertinent anymore) to the new testament.
They change their god as they see fit. If they feel his word is too brutal or doesn't fit the times they change it to what suits them. If you ask anyone about god I guarantee their views will vary from person to person. The inconsistency from one person to the next is proof that nobody knows what they're talking about, and everyone is just making up THEIR own ideal version of god.

I think that, based on the divinely inspired writings in the various books of the bible, I can get a good idea of God's characteristics, e.g., God is love, merciful, just, and holy. And there are physical descriptions (Daniel provided some) of angels and beings that may have been the pre-incarnate version of Christ. There isn't a physical description of God, but there are descriptions of character that help us to understand His complexities.

You can't decide what God is any more than someone can decide what you are. You are what you are, and He is what He is. He has been longer than you or anyone else. He has always been. He doesn't need to be explained to be felt. You can't know what He looks like, because the Bible says anyone who looked on His face would die instantly because He is so bright.

Divinity is what Divinity is. We can call It whatever we want. Give It whatever names we want. Say whatever we want about It, and spread that gospel as Truth. BUT Divinity is Perfect, and we are not, so none of us are to decide what Divinity is, because we have it wrong from the start. Not all wrong, because everyone's idea of Divinity has at least a grain of truth in it, but to believe that your philosophy on It is the One True Path is highly laughable.

There is not question that somebody decide who is He. He is What it is. When one surrenders unto Him, and when He is please with your service, He will revel to you. Then you will see what God is.
