What happens if a transmitting antenna is touching metal, i.e., a fence, a sheet of tin, etc....what exactly is the RF doing under those circumstances when the transmitter is turned on?

Contact with metal changes the length of the waves that the antenna can transmit without harmonics, since the length of the metal used for transmission must be evenly divisible into the length of the transmitted wave.

Contact with metal (a good conductor of electrons) would include the metal as part of the antenna. An antenna is tuned (capacitors and inductors or oscillating tank circuits, etc.) to make optimum use of the transmitted signals energy at a specified transmission frequency. Contact may detune the antenna and likely not improve the signal strength especially if the signal is lost to ground.

It depends on the size, shape and grounding of the contacted metal. For instance, the fence may be grounded in which case the transmitter will be grounded, not good for the transmitter. It also depends on the transmitter design and how well it can handle impedance mismatches. If it is designed well, it will limit power output. If not, it may damage the power output stage.

Frequency is affected and attenuation starts at the source, You may end up with noise and hormonics due to the metals that act as part of the transmittor.

Proximity of such metalic substances may even cause reverbrations, which may be super loaded to the transmittors waves.

Wow...and to think of i've got shaved all of my hair off! human beings will think of & say something to the two justify themselves or to infuriate others, and there's a lot in between justification and infuriation (maximum may be as valueless as...). The antenna will be detuned from the frequency it was designed to operate at and it work less efficiently.
