I wouldn't get her chocolates or a teddy or flowers they are all cliched and nine times out of ten show very little thought - sometimes it does if she has a favourite flower and you buy it her but any old bunch won't do!
So, traditionally your first anniversary gift is paper the modern variation is clocks. What you need to do is tailor the gift to your wife. You must know her likes and dislikes is she the type of woman to appreciate that you know what material is associated with an anniversary or will it mean nothing to her.
If she likes grand gestures and will link the anniversary to the material put an announcement in the paper - be it local or national. If she isn't into that then buy a back dated paper from the date you got married or the date you first met. Something that means something to you both. Or as the person above said name a star after her and get the certificate for her.
You want to show her you have listened to her over the year is there something she really wants - and not a new iron or kettle even if that is the last thing she asked for!! A book or a CD that she wants and can't find, a hotel that she really wants to try or a spa treatment.
If you don't want to be extravagant or don't have a lot of money buy her some of her favourite things - her favourite wine, bubble bath, perfume, a book by her favourite author, little presents that you can leave around the house for her to find during the day. If she works make her her favourite lunch and put in a note to say how much you love her.
It doesn't have to be huge and it doesn't have to cost the earth. You want to show her you love her and you listen. Some of the best presents I have received cost very little but the time and thought that went into them has made the sentimental value of them huge.

Here's something creative that will be appreciated and you will have fun doing:
Make up a crossword puzzle and have all the hints be personal inside moments and jokes that only you two would know about. Put it on a poster board and add some clipart and some pictures to it!
The crossword puzzle could be time consuming and a bit frustrating ... you could do the same idea with a WORDSEARCH or WORDFIND puzzle.
Put your computer skills to work! Use Excel, get clipart from Yahoo Images Search, copy them, and reformat them, use a gluestick to put on posterboard.
Use graph paper, and pictures from magazines if you are not as good on the computer, and it will give it a homemade feeling.

Traditionally the first year wedding anniversary gift is paper. So if you want to be traditional buy some tickets to a play, or concert, or art museum, or something of that nature that the two of you could enjoy together. Or simply use your imagination and put together a really exciting surprise date. You could buy her a gift that means a lot to her...something that goes along with an interest of hers. Or perhaps plan a weekend away (or even just your Anniversary night). A nice dinner and a stay at a hotel, just the two of you. Make it a surprise if you can.

why dont you tak her out for dinner and seeing as it is a paper anniversary buy two tickets to a show somewhere.
or just a nice peice of jewelry if your not into that sort of thing, just a nice bracelet would do.
or even better paper present give her money to buy herself something night for a night out with you
