How many people over 20 still cannot swim and never learned?

My mother is 60 yrs old and has never learned to swim. She still only goes in waist deep at the pool and knee deep in the ocean.
At this point it's safe to say she will never learn how.

I'm over 20, I can not swim, never learned as I'm afraid of water. Nobody in my family knows how to swim, either.
