sea level, until it reaches teddington lock where it is artificially kept at high tide level when tide goes out.

It is at sea level unless the Thames Barrier is shut, which is 2-4 times a year

The River Thames is tidal in London.
So, it's my guess that it is at sea level.

I find elevations from 15 to 27 feet.
