It may be a spiritual focusing technique. Most of us go through the day without paying much attention to the present moment. Our minds are always restlessly wandering---worrying about the future, regretting the past, doing practically anything to avoid being right here, right now.
When your neighbor rings the bell, it may be her way of reminding herself that all we ever have, ever, is the present moment. It's a very healthy, beneficial thing to realize.
Of course she may be a complete loon, too. We're all just guessing here.

My neighbour used to do this to call her cat in. She would also scream the cats name over and over until it appeared.
I've never heard of anyone else doing this, don't people just wait till their cat comes home on their own?
Maybe she used to be a teacher and can't let go of the fact she is retired now.

You may make a new friend and learn awesome things about their life and experiences.
