That can mean a lot of things. Does he do it to everybody or just you? If it's just you, he's attracted and shy about it. If it is everybody, that can mean a mental condition you should steer clear of. For instance, if, as he speaks to someone, he glances up at them, then looks at the ground and continues talking, only to glance back up again, that's not exactly right. He's not secure with himself. Someone like that might get angry, for instance. Stopping anger (or what ever action he's taking) is usually done with eye contact. How is it done if he won't look you in the eye? Remember, if it is only you he's doing this to, he's got a harmless crush. If a relationship begins and he still does it after an extended period, he's too shy and might need help. Either way, take a good, hard look at him.

Nothing. Men by habit do not look into a persons eyes when speaking to them.
That is something that is built into women.
Don't make too much of it.
If a man really likes a woman, however, he will train himself to give her times of full attention, even though it does not come naturally to him.

Like everyone else said, he's prob shy, or hiding something.
I love it when your sitting next to them and you two are talking and looking into each others eyes, and you are so close you could kiss him except you never do cause your always lost in his beautiful eyes.

It's one of 2 things, either he's lying or he's shy. Now I guess you'll have to figure out which one it is as you get tp know him a bit better. Just be cautious with this guy.

Ive always been told they are a bit shifty.i look everyone i talk to straight in the eye.eye contact is important

mostly that he likes you and is afraid to look into your eyes and let you see that he does. He doesn't think hes up to your standards and that you'll turn him down. So Shyness and being afraid.
