Understanding that the human brain is made up of "supplementary" layers of neural activity, i.e. our brains evolved from a primitive vertebrate, can we stimulate the process of evolution of the brain? How?

Yes, but only by eliminating those who fall below the average IQ.
Morality aside. If we somehow develop a mass destruction device, say, a poisonous gas, which affects only people with IQs lower than 100, then the average IQ will be increased. Since IQ has a genetic component, those that are left will have children that, on average, will have higher IQs than before. This is how to to direct evolution. Otherwise, evolution can not be directed or even predicted, because it happens over a long period of time. Humans have not become appreciably more intelligent in 200,000 years. We will probably not be around long enough to see any change.

we would naturally be evolving at a faster rate if we stop treating people for their diseases but that is undoubtedly very unethical. This way the the people prone to diseases will be wiped out and only trhe the genes which make people resistant to those diseases, will continue to reproduce and pass on their genes. Also, by incorporating a more dangerous environment into our lives, those capable of avoiding the dangers or are immune to them will continue their genes to be passed on. Although this too is slow, it is how evolution takes place and putting more adverse conditions it can be faster.

If you still do not get my point, then take the example of disease causing bacteria. If we treat them only when needed, same medicines can be used for many years. If we keep taking antibiotics to kill them, the medicines become ineffective earlier.

sure but the risks are so huge I think we should stick with genetic therapy and cloning of organs and stuff, we need to understand the evolutionary process more before we do something stupid and create a virus that wipes out all living things on earth in a few months evolution is tricky because when any organism evolves other organisms evolve with it as well (viruses, Bactria, its predators and its surrounding Eco system) so we should leave the evolutionary pace as is for now

Do you mean "simulate"? I believe we do simulate the process of evolution just in thinking. If you see the universe as consisting of only matter, material processes, and evolution, as I do, then there is nothing else for thinking to be but a form of evolution.
