Placing blame on others is found in every culture, according to every sociologist and anthropologist. All cultures have scapegoats and perceived enemies.
The largest manifestation of this today is that so many countries perceive the United States as the cause of their problems. Hugo Chavez says this on a daily basis yet his country is part of OPEC and if it were not for Venezuelan corruption, he would have a great country. No, nothing specific in Korean culture caused the VT horror.
A better question would be "Do you think the thousands of successful Koreans in the USA are successful because of something in Korean culture?"

It is very dangerous to make generalizations about other cultures and nations. Unfortunately, such tragic incidents happen in almost every country. Some crazy Americans carried out similar attacks and murders in American schools in the past. I do not think it has a root connection with American culture of possessing arms. This is absolutely baseless.
Yesterday, a few fanatics, manipulated by some underground groups, shot dead a few people in Turkey who were printing and selling The Bible. I know, some people are now going to label all Turks (and Muslims) as intolerant murderers.
Political or personal, murder is the worst crime (rape too) in this world. We should be careful not to blame the innocent majority of the culture/nation that the murderer/murderers belong to (unfortunately).

Korea has half the murder rate of the US and he has lived here since he was 8. If you think it is due violence in the culture, you are picking the wrong country.
