if the man were using rubber flippers, and if the man wouldn't be using them....
I think humans swim faster than most "mainly-terrestial" animals: faster than lions, tigers, horses, impalas, cheetahs, velociraptors, utah-raptors, etc
even without rubber flippers, and now with fippers?
what are (or might have been) these animals speeds? and the human speed, with and without, rubber flippers??
specially for short distances....

if one of those animals were chasing you in water, do you think that by diving a little deep like 5 meters you could scape?
I mean a tiger wouldnt go deep and dive. would it? nor velociraptor, right?
I also think it depends on the human knowing how to swimm, I mean if you swimm all straight with your body lining on the surface then I think we really swim faster than any terrestrial predator, right?

Man would be faster. The freestyle swimming is very fast by mammal standards. The dog-paddle style of swimming used by the Tiger would be slow, and not meant to be used for catching prey. Velociraptor doesn't look like it could swim at all.

Tigers love water of the cat family. I'm certain their fair swimmer. Probably not good as fishes and amphibians. But they fair swimmers.
Not all men know how to swim or great swimmers. Are hands are exactly and feet aren't exactly made for paddling especially the hands whose fingers are too spaced apart.
The velociraptors are worst. Even the fingers in their feet are apart. And I haven't heard or read that velociraptors swim. So I'll assume they can't swim.
If man is faster than a tiger in swimming. I can't conclude. But if I were a man and there is a tiger and a velociraptor swimming beside me or behind me. I'd swim very fast to run away.

The dinosaur is a complete unknown.. but to answer your question about tigers, flippers would not help you out swim a tiger.. Tigers love the water unlike other cats. The can swim FASTER than you could likely run. Tigers can reach upwards of 20 mph in the water. The fastest olympic swimmer can swim 5 mpg. Flippers will not make up for the 15 mph difference. Usain Bolt tops out at 23 mph full sprint .There was a story in India where a tiger was able to jump in a river and catch a boat with 3 men rowing and not only catch them, but he dragged one man back to shore, then jumped back in, to catch and drag a second man from the boat (who I might add was rowing for his life) back to land and then go catch the 3rd man as well. Velociraptors are pretty ridgid about the torso so I wouldn't expect him to beat a man in flippers, but I have seen video of tigers swimming very fast. I think that some people in flippers might beat him though. He would certainly have the adrenaline advantage.

the tigershark would definitely win. Actually, we would never know. the tiger would eat the man, and the velociraptor would eat the tiger. Then the velociraptor would need the newspaper so he can go think for a while.
The speed of the animals would be close to mach 1. with a deviant of 2.4%.

Since tigers front feet area in fact slightly webbed in order that they may swim faster I think a tiger could give most humans a swim for their money.

Of all the cats the tiger is the most exelent swimmer and loves water .
it spend most of its time in humid tropical jungles that are full of water
its body is very long ,it has imensily powerfull leg muscles ,with huge paws
i would not suggest to go in the water if there i a tiger in it .even with flippers ,
