Well you can easily calculate 10% just by moving the decimal 1 place to the left to get 3.5

i.e. (20/100) of $35
=(1/5)*35
=$7

I used a slide rule in college. You would multiply 2 times 35 and get 70. Move the decimal one place since it is .2 not 2. In other words: $7.00.
For 15%, which is what I often pay, you break it into two parts. You would pay 10% + half of 10% = 15% so
10% => 3.50
+ 5% => 1.75 (half of 10%)
------------------------------------------
15% => $5.25
So you are more generous and pay 20% or $7.00.
