i was told by toyota that my throttle was too tight... how would that affect anything?

they said someone "tampered" with it, so the screw that holds the throttle shifted to far to the right, overtorqued.. no one has been under my hood without me being there except toyota. they want 90 dollars to move it back.

If the throttle cable has no free play (when floored) the stress will break it.

Why would Toyota tell you that, Its a nonsensical statement. And if that was the case why did they not make it untight.
