Found this in past answers:

"I would use microsoft frontpage and the you can edit the properties of a link.
Makes it easy for newbies
If you can paste HTML into the website you should be able to View source which would allow you to copy and edit offline with MS Frontpage
Then go to normal view and highlight the section and when you switch back to HTML view, the HTML code for that action is highlighted ...then you just copy and paste to your whatever site."
