It absolutely must be the failure to develop a strategy to win in Iraq. He has not just failed, but done so in a way that will leave his successor no choice but to eventually withdraw.

President of the United States of America George W. Bush IS NOT A FAILURE. The only ones failing America and putting all the blame on President Bush are Liberals because they are Lazy Incompetent And Reckless and they Live In Everyday Sin. As for the the failures you mention, here is my view on each one;
1. Progress happens everyday in Iraq. It is just unfortunate that the Liberal Media is Lazy Imcompetent And Reckless in not telling the TRUTH and if you want to hear the TRUTH, I suggest that you watch The 700 Club (Christian Broadcasting Network).
2. Hurricane Katrina is NOT President Bush fault. The residents who live in the areas where the Hurricane hit were educated at one time or another that a hurricane would come by and cause major damage to their community. The Federal, County, State, and Local Governments DID THEIR PART but the citizens FAILED to to their part so how can government help out if citizens when citizens do not do their part? And besides, do you think George W. Bush controlled Hurricane Katrina with a joystick and made it purposely hit the Gulf Coast?
3. September 11, 2001. I prefer not to give you my feedback on this issue.
4. Plame Scandal. I do not know what the Plame Scandal is so I cannot commet.
4. The Gasoline Prices on the rise is NOT President Bush's Fault and instead it is the enviromentalist fault because they do not want US to drill for oil in Alaska or build a oil reserve anywhere in the US and they would all be happy if we rode bicycles around instead of driving cars.
5. I will agree with you on Osama Bid Laden not being caught in theory because it is unsure if the man is dead or alive but I do not agree with you in principle because Afghanistan is a developing democracy and a country than will one day become prosperous.

Hard to say. I would say the biggest SOLE failure is Iraq. People may disagree with me but it's not the going to war that was a failure. All governments good or bad go to war. It was his arrogance in not listening to his generals about how to fight this war. (General Shinseki stated we needed 400000 troops and 10 years to pacify Iraq. He was unceremoniously fired by Rumsfield for his troubles.) Fighting that war on the cheap AND planning for the best and not the worst and not having the forsight to make the right decisions hurt us. HE cost us dearly in Blood and Treasury.

Well actually daddy did try to help bail him out with his own special group of advisers on the Iraq war - still Bush Jr (being rebellious to daddy) told him to go sit this one out. He has it under control.
Edited: I am laughing at the post below mine. Watching the 700 Club or being a member of it doesn't make you much of a shining star. You better check into all the scandals going on there.
Katrina - Pat Robertson takes $800,000.00 plus out of Katrina donations.
Progress in Iraq - Pat Robertson pushing for apocalyptic war to wipe out those who want to wipe out Israel.
Oil Prices/ Gas prices - Pat Robertson giving instructions to terrorists on how to fly out over the tankers carrying oil, and blow them up to raise Oil barrel prices and Gas prices even higher in the US.
