Click dragging it is the correct answer, however you must make sure you unlock it first. Right click it to do this.

Simply right click on your start toolbar on the blue-side then click lock the taskbar if it has check but if it didn't have, dont click anything.. Then drag your start toolbar to anywhere you want, either horizontal or vertical.

sometimes you have to right click on the task bar, click settings, and "unlock the taskbar"

open up your start menu. right click properties should appear go into that and you should be able to change the start menu however you would like it to appear
