A song lyric or movie excerpt is not prohibited when printed on a t-shirt as long as it is only for personal use or by some people on an occassion. If it is used for commercial purposes, it is already prohibited and must have an approval from the copyright owner.

Yes if there is a copyright. You would get sued if they find out. Oh yes only if you market it. But, I don't think anyone cares if you finger paint a lyric on your shirt.
