Underground or in a basement is nice, but it needn't be deep. Try to arrange for a filtered air supply. Or live in a place no one cares about and wouldn't likely attack. Actually, any rural area would likely do well. Just deal with the fallout in the air, food, and water.

Radiation does not spread as fast in colder temperature, and water will stop it with just a couple of meters between you.
