The easiest way to tell is by the appearance.
The E36 and E46 are different body styles.
Both types were made in 1999 as it was the changeover year and both were available as 323is models.
The exact timing of the sale of these different cars was different in detail from market to market.

If you look in the Yahoo sponsored encyclopedia Wikipedia, and just type in "BMW E36" or E46, there are nice pictures there and you should easily see which is your car's body shape.

E36

The E46 was introduced in 1999 as a 323i and a 328i 4 door only.

Since you said "IS", it's definitely an E36. There're no 323is in the E46 model.

They changed them to 323ci.
