i have bunches of flares, parachute and regular ones that are expired. they need to go out for disposal. help please

Being a paramedic/firefigher for several years it is safe to say "do not throw them away even after soaking them in water!". Take them to your local fire department or police department for proper destruction. Even after sulfur and gunpowder have been soaked they will still dry out and could cause a hazard to people that the trash yard. Especially if your sanitation department incinerates them.

You can donate them to the U.S.C.G Aux. in your area, call and inquire, we take expired flares/ fire extingushers for "CREW DAY" training, we practice on fires, and proper flare handling, last time we set off an aerial flare during practice, a Police helicopter cruising off the beach spotted it, and came over the dunes towards the Bay in a "hover", he was "waived off" !

do not put in the trash its illegal

proper disposal is required
check the city regulations for disposal

soak in water and throw them out in the trash

or light them up and have your own fireworks show

if your overly concerned call your local police dept they will pick them up for you
